Small Business and Disadvantaged Business Participation
CONTRACT GOALS
It is Amtrak's policy that Small Business (SB) concerns and Disadvantaged Business Enterprises (DBEs)will be given the maximum practicable opportunity to compete for contracts funded by “The American Recovery and Reinvestment Act of 2009 (ARRA).”
In an effort to ensure maximum practicable opportunity to participate in the approved ARRA projects as a prime or a subcontractor, Amtrak has established contracting goals for Small Business and DBEs, as follows:
Small Business 25 percent
Disadvantaged Business Enterprise 10 percent
SUBCONTRACT OPPORTUNITIES
Amtrak will require its prime contractors awarded ARRA contracts to meet SB and DBE subcontract goals. Prime contractors are encouraged to post subcontracting opportunities on the U.S. Small Business Administration Subcontracting Network (SUB-Net) and must agree to use its best efforts to include the participation of small businesses (including disadvantaged businesses, veteran-owned and service disabled veteran-owned firms) in all solicitations.
SB and DBE firms interested in subcontract opportunities are encouraged to contact Amtrak “Prime A&E”, “GC” and “Major IT" firms to introduce their firm's capabilities.
A large major contract was recently awarded to Jacob’s Engineering Group, Inc., to provide Program and Construction Management services for a large portion of Amtrak’s infrastructure projects funded by the ARRA. Jacobs Engineering will post bid opportunities under their contract on this website as well.
PRIME CONTRACT OPPORTUNITIES
Firms are encouraged to study the list of active Stimulus funded solicitations included in ”Construction Opportunities” and “Non-Construction Opportunities”. Details of the posted opportunity will be found by clicking the advertisement or solicitation “ID” number or “TITLE”.

SB & DBE Certification
Amtrak recognizes SBs, including 8A, Small Disadvantaged Business, Women-owned SB and Small HUB Zone firms certified or registered with the Small Business Administration. Amtrak also recognizes Small Businesses certified as DBEs under the Unified Certification Program administered by each State DOT. If you are certified by one of the above certifying agencies, please complete an Amtrak “Business Profile Form”. Your firm's profile will be added to Amtrak’s SB, Minority, Woman-owned, DBE & Veteran-owned directory for future solicitation consideration by Amtrak’s Contracting Agents and Prime Contractors.

On Wednesday, April 15, 2009 in Washington, DC and Friday, April 17, 2009, in Philadelphia, Amtrak invited Small Business and DBE firms to a Business Forum to introduce ARRA initiatives and gain insight on how to become more visible to that business community.
